Born and raised in London, Jeremy joined the British Royal Navy at age 15. His assignments included service with the Commander-in-Chief Western Fleet Headquarters, aboard the aircraft carrier HMS Ark Royal, and at NATO commands throughout Europe. His military experience provided an early appreciation for the importance of preparedness, logistics, infrastructure, and long-term strategic thinking.

After immigrating to the United States in 1990, Jeremy embarked on a career as an entrepreneur and investor focused on developing technologies and businesses that improve quality of life and strengthen community resilience.

He founded Medical Technology Innovations (MTI), where he led the commercialization of an FDA-cleared vision screening device designed to detect serious eye disorders in preverbal and difficult-to-screen children. The technology expanded access to early vision care and was ultimately acquired by a major international eyewear company.

Jeremy is also the Chairman and Chief Executive Officer of Ocean Thermal Energy Corporation, where he has spent more than sixteen years advancing Ocean Thermal Energy Conversion (OTEC) technology. Today, the company is supporting U.S. Army energy resilience initiatives in the Indo-Pacific region while pursuing broader applications involving energy security, freshwater production, cooling systems, and resilient infrastructure for island and coastal communities.

In addition, Jeremy founded Elevare Corporation, a community development company focused on workforce housing and neighborhood revitalization. Through the adaptive reuse of underutilized and neglected properties, Elevare seeks to create housing opportunities that strengthen local economies and improve long-term community outcomes.

Through JPF Venture Group, Jeremy invests in and supports organizations working at the intersection of infrastructure, housing, health, energy, water, and community development. His work is driven by the belief that resilient communities are built through practical solutions that address fundamental human needs while creating lasting economic and social value.

Jeremy lives with his wife, Lesley, in Pennsylvania, USA. Together, they have three adult children, six grandchildren, and a golden retriever named Ginger.

His mission remains simple: identify and support solutions that make people, communities, and nations more resilient.
